Simpler project Proposal approvals

We've just simplified the process for approving Project Proposals and included a couple of new features while we're at it.
Before you had to click a "Status" button and then either an "Approve" or "Reject" button. The first step was to just make those 2 buttons, with only an approval of the Proposal requiring any further details:

Next, we removed the "Set all items to Current" option as you'd expect that to happen anyway so was redundant. The Purchase Order field makes more sense as the first (and sometimes only) option. We also moved in a "Send approval email" option we've been testing ourselves recently (which is why it has a yellow background in the screenshot above).

To finish off, we put everything in a dialog box as used elsewhere in Moobiz, added the option to choose who the "Start Project to-do is for and if you're using the Timesheets app, allow you to allocate the number of hours represented by the proposal to the project.
